As Orange County school districts race to adopt e-bike policies and California advances statewide youth e-bike safety legislation, a South County technologist is launching a free tool that lets any family put a trained, permitted student rider on the road today.
RidePermit, a product of locally based LexBran Group, LLC, launches to the public July 31. In a single online journey, a parent enrolls a student, confirms eligibility, completes a short course-aligned safety training and quiz, signs a penalty-of-perjury attestation, and receives a free digital permit — with an optional physical decal available for a low fee ($25 new, $15 renewal). The permit is always free to families, and the system is free to school districts.
The launch lands amid a documented safety crisis. Children's Hospital of Orange County has reported e-bike-related injury cases rising more than 1,500% in recent years, and a 2024 Orange County Grand Jury investigation found all 34 county cities operating under different, inconsistent e-bike rules.

RidePermit is designed to align with the direction of Assembly Bill 1569 (Davies/Chen), which directs the California Department of Education and the California Highway Patrol to develop a standardized e-bike safety curriculum for students in grades 7–12 and encourages local agencies to put safety programs in place. Rather than wait for the statewide framework to take effect, RidePermit offers districts and families a functioning reference implementation now.
The platform reflects an intentionally narrow, family-first business model: the digital permit is always free, physical decals are optional ($25 new / $15 renewal), and there are no district procurement contracts or per-student charges to schools.
